Week 10 - Ia Lo

For the past years, Vietnam committed to participate in the global market and has progressed in various aspects. Vietnam has increases its relation and connections to foreign countries, setting opportunities for migration, and new governance and financial networks (Valverde 15). The President Truong believes that in order for Vietnam to be world leaders of the global workforce, they must invest in education. Programs and administrations were set up to better facilitate the establishment of educational regulations and to also establish job training. The Ministry of Education and Training has established foreign educational partnerships to establish vocational training (Nguyen and Shillabeer 642). However, in order for foreign programs to establish presence in Vietnam, there are strict, and at time very confusing, criteria and regulations. The confusion that arouses from the regulations detrimentally delayed effective proactive solutions. Nguyen and Shillabeer have also recognized another concern that students are also taken advantage from programs marketing good quality education and dormitories, but pay high price. Even if Vietnam tries to advance in the global market, Vietnam has taken many step backs from unclear regulations and programs, but also from deep financial debts with China.

The project with Bhutan has made me realize that a country is not backward or unimportant if they value happiness more than money. Their country’s growth is measured by their happiness. Although majority of Bhutanese live in agricultural lifestyle, they are modernizing in a direction different from many western countries. They invested in renewable energy technologies which is helped through their good relations with Japan and Korea. Instead of extracting all the resources in the land and people, Bhutanese are grounded in cultural and Buddhist values that influence their environmental and sustainable policies. If were to set up a framework, I would definitely put environmental sustainability towards the top. This is to farm without compensating losing topsoil and reducing agricultural wastes. Investment in technology that contributes towards environmental sustainability is important markets to working people. In this framework, I want environmental sustainability to be normalized, practiced by all people.

What are some frameworks that might be able to help Vietnam's framework on education and training?
